The phones’ makers, who range from startups to aerospace giant Boeing Co., hope to capitalize on increased concern about privacy in the wake of revelations about government spying by former National Security Agency contractor Edward Snowden and growing corporate efforts to monitor Web browsing and phone users’ locations.
